Instant Pot® Spicy Beef Stew

Slightly spicy Instant Pot® beef stew, so yummy!

Ingredients

• 1 tablespoon olive oil
• 1 ½ pounds cubed beef stew meat
• salt and ground black pepper to taste
• 20 small baby red potatoes
• 1 (14.5 ounce) can fire-roasted diced tomatoes
• 3 large carrots, cut into 1-inch pieces
• 3 large stalks celery, cut into 1-inch pieces
• ½ medium onion, roughly chopped
• 1 (1.5 ounce) package dry beef stew seasoning mix
• 1 tablespoon beef base (such as Better than Bouillon®)
• 1 teaspoon Worcestershire sauce
• 2 cloves garlic, minced
• 2 bay leaves
• 1 (16 ounce) carton chicken broth, or as needed
